I haven't run into this in person, but it happens when I snipe.
My registered country is Canada, but I have a Montana, US "ship to" address.
When I bid on Ebay, I don't have a problem with the shipping restrictions.
On this Snipe bid:

My Status:You are registered in a country to which the seller doesn't ship
It was rejected.
It seems that Ebay ignores the Ship to address when I snipe?!?
Any idea why it works when you place the bid at Ebay, but not by myibay?

That message means that the seller put a requirement do not accept bids from buyers who are registered in other countries where this seller do not ship.
It does not matter what's your shipping address, but it matters where your account registered.

If you would've bid manually on the same item from this seller, you would get the same refusal and can't bid.
Not many sellers put such restriction.

The only way to work around it is to contact the seller and ask to remove this restriction or add you to the exception list of allowed bidders.

I would highly recommend to place a really low bid before sniping to find out if the item has restrictions for you or no. If you were able to bid manually, the snipe will go fine too.

Okay, so do a test bid and see if it's accepted.
I'll give this a try next time.

its not true! , i have verified many times if i could bid on the item before sniping it and i was able to bid so i'll have to register to another ebay site , crap

If you think that's not true, please post your item number so I could take a look.
Just registering on another eBay site is not enough, the seller will refuse your bids because your registration has a country where this seller does not ship. This is a per-listing restriction, not per eBay site.

right now at the same moment i won an item that was in the same country and seller shipping preferences as the other ones i were supposed to win all this last week

both i verified by trying to bid and usually ebay tells you just before comfirming the bid, if there is a restriction or not

so..?

maybe there is a bug
i really wonder what should i do, and ive realised its a important issue for me

I can't say for sure without an item number.
It's not a bug, this is the restriction which seller can put on any of his/her listings individually.

Please let me know the item numbers where you submitted your manual bids, but you did not win due to seller's restriction.
