I checked the logs and it appears that it took eBay about 9 seconds to respond which is an indication of some kind of peak time.
I'm sorry it happened with your snipe, but this happens very rare and from my own statistics it is getting improved compared to what was a few years ago.

I hope you can get a better deal on the same time or you could contact the seller since this item had no bids.
