My snipe said the bid amount was too low and therefore didnt submit. My snipe amount was for 13.52 and the winner of the auction won at 12.51. How the heck was my snipe amount too low???? Very frustrating! And yes, this was submitted well before end of auction.

It seems like your bid was too low due to eBay's bid increment system.
At this point the increment was 1.50 so your bid should've been at least 12.52 + 1.50 = 14.02 which is lower than 13.52.
