Shipping does not affect sniping this way.
The only way shipping can affect sniping is when you are located in the country where the seller does not ship, so some sellers may put a restrictions to block those bidders. You can always place a minimum manual bid to check if there is one -- if your bid will go through, you are fine with the sniping too.
