I won an item with my maximum bid of $30.99.
The second guy only went to $30.
Some how it didn`t go up by 50c.

This bid increment rules were on eBay for many years.
If you were mostly winning at $0.50 increments, you were bidding at $5-$25 range most of the time.
P.S.: why do you bid 30.99 instead of 31.00? Anyone who bids even amounts (most people do) will snatch your auction at just one penny more.
I would even do 31.02 or something like that. A few pennies won't break your budget, but will increase a chance to win the item in situations when others bid almost the same amount as you do.

P.S.: why do you bid 30.99 instead of 31.00?
$30 would have been my limit, but sometimes I do it for the sake of it.
My bids in general are all over the place.
Sometimes $5.01, $5.19,$5.59, $5.99

Setting it to X.99 or X.10 is almost the same thing on the "winning chance" scale. You just pay more without really increasing your chance of winning.
Let's say , If you are ready to pay 30.99, then you better add a few cents more to round it and add few pennies more making it 31.02 or so. That will improve your chance much more compared to 30.99 vs 30.10.
Most bidders use even amounts (like 30, 31, 32, etc), so anything in between will do the same.
Just a suggestion, of course.
