The message you quoted is actually the reason why your snipe did not work.
Your seller have a restriction which blocked your bid. You would not be able to bid manually as well.

There is no way around it unless you ask your seller to remove this restriction or add you to the exception list of allowed bidders.
Even after seller confirmed this is okay, you still should try to put a minimum manual bid first to check. If your manual bid did not work, your snipe will not work too.
