Subject should say it all, maybe.

I saw an item that I wanted to bid on for less money than the listed minimum.

MyIbay said it was a BIN Only, so the bid was not made.

Ultimate question is:

How do I tell when an item in ebay is BIN only.

You did not include the item number for some reason, so I have no way to check.
According to your explanations, the listing is Buy It Now only. That means you can't bid on it. If you can't bid on it, you can't snipe it either.

There is nothing you can do about it. If the seller does not accept best offers, you can buy it for the BIN price or keep looking for other deals if the price is too high for you.

If you can do Buy It Now only on the listing, it's Buy It Now only. That means you can not place bids.
You can find more information about Fixed price listing (Buy It Now only) using the following link:

OK, that is clear. I also checked with ebay. There is a way to bid a BIN, but it is involved and require the buyer to accept or not object to the bid. Sounds to complicated to me so I'll just go along with your opinion.

Thanks much for the clarification.
