It seems that some of us need to open up the property's of the software and go in and take possession of the program . Without this , it will not work . Right click to get to the properties and take control by adding yourself as owner with full control.

You are the owner when you install it by default -- at least, I tried on several Windows machines and I see I'm the owner.
It seems like there are some changes on your Window so you don't see the same behavior.
