@Sashka , You say to him to not repeat a post 2 times, but I don't see any other post like this one on this forum if I search for "Bidding restrictions on your account"
It happened the same to me, the bid was supposed to be on ebay.de and I have looked on my account page and I have a above average status, so I should not have this message, right?

The shipping policy was not established but the seller usually can just put the shipping amount in the invoice. I see no restriction for any country(as some users do sometimes)

I agree. That defeats the purpose of the forums. My bad, sorry for that.
In your case, the restriction is set by eBay. It said you've reached a temporary buying limit.
The usual ways to increase it:
You can purchase items using BIN price, or link your PayPal account to your eBay account.
The "average status" normally applies to your selling activities, not buying. You can't rely on that for bidding purposes.
