If I place a snipe for 1 minute before the end of an item that has a choice of only 1) buy it now and 2) make an offer.
Would the snipe make an offer at the last minute and then I could wait for a response or does it just do nothing?

Sniper is for Auctions only.
What you refer is not Auction-style, this is BuyItNow listing. You can not snipe BuyItNow listings.
